The Under Secretary of State for Foreign Affairs

presents his compliments to the **Under Secretary of

State for the Colonies**, and with reference to his

letter of the 15th instant respecting the Mission of

His Royal Highness Prince Arthur to invest His Majesty

the Emperor of Japan with the Ensigns of the

Garter, is directed by Secretary Sir Edward Grey to

state, for the information of the Earl of Elgin, that

it has been found that the arrangements at present

made for the Mission will not admit of Prince Arthur

visiting Canton.
